مـدى توافـر متطلبات تطبيق الإدارة الالكترونية بالشركة العامة للكهرباء بمدينة درنة

مُلخص الدراسة : هدفت الدراسة إلى التعرف على مدى مستوى توافر متطلبات تطبيق الإدارة الالكترونية بالشركة العامة للكهرباء بمدينة درنة من وجهة نظر العاملين الإداريين بها من خلال المتطلبات الاتية: (البشرية، المالية، الإدارية ، التقنية ، الأمنية)، إضافة الى ذلك رمت الدراسة الى التعرف على أبرز معوقات تطبيق الإدارة الالكترونية بالشركة العامة للكهرباء محل الدراسة ؛ كذلك هدفت الدراسة الى التعرف على ما إذا كان هناك فروق جوهرية لمتوسطات توافر متطلبات تطبيق الإدارة الالكترونية تعزى الى بعض المتغيرات الديموغرافية التالية : النوع والعمر والمستوى التعليمي ، سنوات الخدمة ؛ وقد تمثل مجتمع الدراسة في جميع العاملين الاداريين بالشركة العامة للكهرباء بمدينة درنة ، والذي بلغ قوامه (129) إدارياً ، ونظراً لصغر حجم مجتمع الدراسة عليه قام الباحث بدراسته بالكامل ، لضمان نتائج أقرب للواقع وأكثر قابلية للتعميم، ولتحقيق أهداف الدراسة اتبعت الدراسة منهج دراسة الحالة ، فقد قام الباحث بتطوير استبانة، و تم التأكد من مصداقيتها و معامل الثبات لها ، وبعد توزيع الاستبانة تم استرجاع (84) استمارة صالحة للتحليل الإحصائي، ولتحليل بيانات الدراسة تم الاستعانة بالحاسب الآلي واستخدام برنامج إحصائي من خدمة البرمجيات الواردة في (SPSS) ، حيث تم التوصل إلى العديد من النتائج يمكن إيجازها فيما يلي : كشفت الدراسة أن المستوى العام لتوافر متطلبات تطبيق الإدارة الالكترونية بالشركة العامة للكهرباء محل الدراسة جاء مرتفعاً، كما بينت نتائج الدراسة أن أكثر معوقات تطبيق الادارة الالكترونية تمثلت في غياب القوانين والتشريعات الكفيلة لتطبيق الإدارة الإلكترونية، كما كشفت الدراسة عدم وجود فروق جوهرية ذات دلالة احصائية لمتوسطات توافر متطلبات تطبيق الإدارة الالكترونية تعزى للمتغيرات الديموغرافية قيد الدراسة؛ وأخيراً قدمت الدراسة مجموعة من التوصيات التي يؤمل اتباعها لتعزيز وتفعيل تطبيق الادارة الإلكترونية بالشركة العامة للكهرباء محل الدراسة .

Abstract: The study aimed to identify the extent of the availability of the implementation of Electronic Management requirements at the General Company of Electricity in Derna from the perspective of the administrators through the following requirements: (human, financial, administrative, technical, and security). This study, in addition, aimed to identify the most prominent obstacles to the implementation of E- Management at the General company of electricity under study. Moreover, it aimed to identify whether there are significant differences to the averages of the availability of the implementation of E- Management requirements due to some of the following demographic variables: gender, age, educational level, and years of service; the group under study is represented in all the administrative personnel at the General company of Electricity in the city of Derna. The number reached are (129) administrative personnel. And due to the small size of the study population, the researcher decided to study it fully, to ensure that the results are closer to reality and more likely to circulate. To achieve the study objectives, the case study method was followed, and the researcher created a questionnaire, after confirming its validity and its reliability. After the distribution of the questionnaire, (84) valid form have been retrieved for statistical analysis. The analysis of the study data was done by computer and the use of statistical software from the software contained service (SPSS), and reached many results that can be summarized as follows: The study revealed that the general standard of the availability of the implementation of E- Management at the General company of electricity under study came high. The results of the study also showed that the most obstacle to the implementation of E-Management was the absence of laws and regulations to ensure the implementation of E- Management. Moreover, revealed the lack of significant differences statistically significant for the average availability of the implementation of E- Management requirements due to demographic variables under study; Finally, the study made a series of recommendations that will hopefully be followed to strengthen and activate the implementation of E- Management at the General company of electricity under study .
